Winter Garden has a Census median year built of 2004, among the newest in Orange County, and most of that growth is out toward Horizon West and Stoneybrook West. That is why so much of our work here is grading and build-ready pads for new construction, plus trenching for utilities and drainage on lots being developed. Downtown Winter Garden and Oakland are different: established homes where the jobs are teardowns, pool removals and concrete tear-outs. We run our own lowboy, so moving excavators from the Apopka yard to a Winter Garden site is routine, and we can keep a machine on a pad job until it is done.

Since January 1, 2026, the Winter Garden Building Division at 300 W Plant Street, 407-877-5136, takes contractor permits online only. A demolition needs sign-offs from Duke Energy, City Utilities, Lake Apopka Natural Gas, City Engineering and the Fire Department, with Spectrum and Lumen notified at least 15 days ahead. The packet also needs an asbestos notification form and photos of all four sides of the building. Starting without a permit can cost up to three times the normal fee, and jobs over $5,000 need a recorded Notice of Commencement. Trees over 12 inches across need a permit and arborist report. Debris goes to Young Pine Road.
