Filling or grading in a wetland can need a state Environmental Resource Permit, and parts of east Oviedo sit close to the wetlands along the Econlockhatchee. A trench is not just a hole: the spoil has to go somewhere, and if it gets pushed into a low, wet area, that can count as fill. So on lots near Twin Rivers and the eastern edge of town, we look at where the low ground is before we decide where the spoil pile goes and where the trench runs. If the work clearly stays on high ground, we proceed.
