The tree rule comes before the stump
In DeLand, trees 6 inches and up in trunk size are protected. Removing one takes a tree removal permit from the city or an approved site plan. That rule is about the tree, so if yours is still standing, the permit question gets settled first. Why the root ball has to come out
A grinder takes the stump down to a few inches below the surface and leaves the main roots in the ground. Over the next few years those roots rot, and the soil above them sinks. On a lawn that means a dip. Under a new driveway, patio or addition it means cracks. On DeLand lots where a big oak or pine sat for decades, the root mass can spread wider than people expect.
