The City of Orange City Building Division issues a Residential Swimming Pool Demolition permit. The application needs a boundary survey and disconnect letters for the pool's power and water. The work itself is spelled out: break 2 by 2 foot holes in the deep and shallow ends, remove the shell below grade, put gravel on the bottom, then backfill in lifts no thicker than 8 inches, each compacted to 90 percent.
There are two inspections. The first comes before any backfill goes in, so the inspector can see the holes, the shell removed below grade and the gravel. The second is the final, after backfill. That means the job cannot be rushed, and it should not be. We book both inspections, wait for the first sign-off, and only then start filling.
Why the 8 inch lift rule matters
Fill dumped into a pool in one deep load settles for years. The bottom of a thick layer never gets compacted because the machine cannot reach it. Orange City's rule of lifts no more than 8 inches thick, each one compacted to 90 percent, is there to stop that. It takes more passes and more time, but the ground that results can carry a patio or a shed without sinking.
The drain holes and gravel matter too. Without holes through the deep and shallow ends, rainwater collects in the old shell and turns the fill to mush. The gravel layer lets water move down and out. We do every one of these steps because the city requires it, and because a pool that is filled right does not come back as a problem when you sell the house.
